Does valid syntax guarantee the file will work?

No. A file can be readable while containing the wrong classname, path, map data or values. The result clearly separates syntax checks from recognised DayZ checks and still recommends a backup and live-log review.

Can this change my server?

No. This public tool cannot connect to a host, upload a file or restart a server. It only checks the file text supplied on this page.
